Due to COVID-19 we're asking you to engage with us virtually by taking our survey, subscribing to project updates, asking a question or making a comment. But here's what you need to know first:
The Province of BC has committed to taking incremental steps to increase energy-efficiency requirements in the BC Building Code to make new buildings net-zero energy ready by 2032. The Province has committed to a first step of requiring all new buildings to be 20% better than current building code by 2022.
The Energy Step Code is a performance-based compliance path in the BC Building Code that is currently optional. The Energy Step Code does not specify how to construct a building—instead, it identifies an energy-efficiency target that must be met and lets the designer/builder decide how to meet it. To comply with the Energy Step Code, builders engage an energy advisor who uses energy modelling software and on-site testing to demonstrate that both their design and the constructed building meet the requirements of the Energy Step Code.
RDKB is considering these options is to help the industry prepare for the implementation of the Energy Step Code in the 2022 Building Code. The objective is to build knowledge and skills for builders, trades, energy advisors and building officials. In addition, minimize the risk of non-compliance and the cost to consumers.
The three-implementation options are:
Early Mandatory Compliance with Energy Step Code e.g. lower steps
Voluntary Compliance with Energy Step Code with potential incentives
Wait for the Province to adopt through Building Code in 2022

The Regional District of Kootenay Boundary has committed to implementing the BC Energy Step Code for new homes and buildings in RDKB electoral areas on January 1, 2021. Builders and homeowners can choose to follow the Energy Step Code’s performance path or the existing prescriptive path in the BC Building Code.
